Get ready to light up the streets of Rock Falls! Join us for our annual Spooktacular Halloween Lighted Golf Cart & UTV Parade, where decorated golf carts and UTVs will take over the streets for a night of Halloween fun, creativity, and community spirit! Whether you go spooky, silly, creative, or completely over-the-top, we want to see your best Halloween creation! 🎃💡
📅 Event Date: Saturday, October 17th
⏰ Parade Begins: 6:30 PM
📍 Staging: Rock Falls High School
🏁 End: New Micro Municipal Lot (corner of 4th Ave and W 2nd St)
Judges will be located at the End point (Micro Lot). They will judge you as you go by on West second before the end of the parade.
🎃 PARADE ROUTE
The parade will begin at 6:30 pm at Rock Falls High School and travel east down West 2nd Street toward downtown. The route will continue:
➡️ Left onto 2nd Avenue
➡️ Left onto 1st Street
➡️ Left onto 4th Avenue
🏁 Ending at the new Micro Municipal Lot
Once the parade ends, all participants will park in the Micro Municipal Lot (corner of 4th Ave and w 2nd St). We strongly encourage everyone to stick around! Community members will have the opportunity to walk through the lot and get an up-close look at all of the incredible Halloween decorations. 👻✨
We'll also be announcing our parade winners, so don't leave before the awards!
ROCK FALLS RESIDENTS WITH A FULLY PERMITTED UTV OR GOLF CART
If you live within Rock Falls city limits and already have a UTV or golf cart that is properly permitted with the City of Rock Falls, you simply need to complete the Rock Falls Resident Registration Form.

Don't live in Rock Falls or don't currently have a fully permitted golf cart or UTV? You can still participate! You must complete the Temporary One-Day Permit for the event.

This permit allows your golf cart or UTV to operate on designated roadways during the event only.
⚠️ If you live outside Rock Falls city limits, your golf cart or UTV must be trailered to the staging area. It cannot be driven on city streets to get to the parade lineup. Exception would be if you trailered to a friends house that lives inside the city limits then you could drive your golf cart or UTV to the staging area. The temporary permit is valid for the event day only and does not provide ongoing permission to operate your golf cart or UTV on Rock Falls streets after the temporary permit has ended.
PARADE RULES & SAFETY
To keep the parade safe and fun for everyone:
• No Alcohol is permitted in the parade or on the route.
• All golf carts and UTVs must be decorated.
• Every passenger must be seated in a designated seat. No passenger overloads are permitted.
• The number of passengers cannot exceed the number of available seats.
• Decorations must be appropriate for a family-friendly event. Nothing offensive or inappropriate will be permitted.
• All drivers must have a current and valid driver's license.
• No speeding, wheelies, burnouts, donuts, or other unsafe driving.
• Vehicles must travel slowly and follow the parade flow. This is a parade—not a race!
• No pushing, pulling, or dragging of anything.
• Small trailers are permitted, but no adults or children may ride on a trailer.
• Golf carts and UTVs must be properly licensed with the City of Rock Falls to be driven to the staging area.
• Non-residents must trailer their golf cart or UTV to the staging area.
SHOW OFF YOUR HALLOWEEN SPIRIT!
Business owners—we especially encourage you to participate! Add your business logo or branding to your golf cart or UTV and turn your ride into a moving advertisement while showing off your Halloween spirit.
